Keeping You Informed: Winter Event Securitized Cost Recovery Mechanism (WESCRM)

As is required, we are notifying you about Winter Event Securitized Cost Recovery Mechanism (WESCRM) charges, which, over time, will help recover the extraordinary costs associated with Winter Storm Uri. Summit Utilities Oklahoma is required to notify consumers at least annually and provide written notification to customers receiving the WESCRM charges that the charges are the property of the Oklahoma Development Finance Authority (ODFA) and not the entity issuing such bill, Summit Utilities. As its servicer, Summit Utilities shall impose the WESCRM charge as a separate line item on customer bills.

What you should know about Weather Normalization Adjustment

Weather can often be unpredictable, especially during the winter. Variations in temperature can significantly affect your natural gas bill and Summit Utilities’ operations. As we prepare for the heating season, we take a close look at historic weather and make sure our customers have enough natural gas, even on the coldest days. Rates for your natural gas service are approved by the Oklahoma Corporation Commission based on the expectation of normal weather. But, because weather is seldom “normal”, the Weather Normalization Adjustment (WNA) was developed.

What is WNA?

WNA is approved by the Oklahoma Corporation Commission to reduce the effect of abnormally cold weather on customer bills, and reduces the impact of revenue loss to Summit Utilities during unusually warm weather. WNA is NOT a rate increase. It simply makes your gas bills more predictable and more stable, regardless of weather conditions. It only affects your bill during the winter heating season, November through May. Simply, WNA adjusts a portion of your bill for the difference between the actual weather and the normal weather.

What is “normal” weather?

Normal weather is the 10-year temperature average used to establish Summit Utilities’ current rate for Oklahoma. Summit Utilities compares the temperatures during a billing period with the 10-year average for that same period. The WNA adjusts a portion of your bill for the difference between the actual weather and the normal weather.

Is my bill affected in the summer?

WNA applies only to the heating season (November through May). During the summer months, WNA will not apply.

Why is WNA important?

WNA benefits you and Summit Utilities. For you, it lowers a portion of your bill when weather is colder than normal and you’re using more natural gas, or increases your bill slightly when weather is warmer to cover our cost of service. As a valued customer, we want to keep you well-informed as we continually strive to provide you with the most efficient and reliable service possible. If you have any questions about WNA, please contact Summit Utilities’ customer service at 866-275-5265.
